Goal-line technology is the one piece of officiating technology in football that essentially nobody complains about. It arrived, it worked immediately, decisions come back in a second, and the arguments it was supposed to end have ended.
That success is real. It also created an expectation that has caused a decade of trouble, because the reason goal-line technology works has almost nothing to do with the technology and everything to do with the question it was asked.
Why it was solvable
The question is: did the whole of the ball cross the whole of the line.
Look at the properties of that question. It's binary — yes or no, no middle ground. It concerns rigid geometry, a sphere and a straight line, both of known dimensions. It requires no assessment of intent. It requires no judgement about whether something was significant. And it happens in a small, fixed, well-lit area that you can point every camera in the stadium at.
That's about as tractable a measurement problem as sport offers. Multiple camera systems, magnetic field systems, and chip-in-ball approaches have all been able to answer it reliably.
The implementation details helped too. The decision goes straight to the referee's watch. There's no review process, no stoppage, no screen, no discussion. The referee doesn't even have to decide anything — he's told.
What everyone concluded
The lesson taken from this was that technology can remove refereeing errors, and therefore should be applied more widely.
But the reason it worked was that the question had no judgement in it. Every other contentious decision in football is drenched in judgement.
Was that contact enough to constitute a foul? Was the handball deliberate, or was the arm in a natural position? Did that challenge endanger an opponent? Was the offside player interfering with play? Every one of these requires an assessment of degree, intent or significance, and none of them has a physically measurable answer.
Technology can show you the contact with perfect clarity from six angles in slow motion. It cannot tell you whether the contact was a foul, because that's not a fact about the world. It's a judgement about what the game should permit.
The slow-motion distortion
There's a specific and well-documented problem here that's worth naming. Watching an incident in slow motion changes how severe it appears.
Research in this area has found that slowing footage increases the perceived intent behind an action — a challenge that looks instinctive at full speed looks deliberate at a quarter speed, because the viewer has time to imagine deliberation that the player never had.
So the review process, by its nature, systematically shifts judgements in one direction. That's not an implementation flaw that better protocols will fix. It's a consequence of looking at a fast event slowly.
The offside case is instructive
Offside sits in between, which is why it's been the most contested application.
Part of it is geometric and measurable — the relative positions of bodies at a moment in time. That part is a goal-line-technology-shaped problem and has been solved accordingly.
But the moment of the pass isn't a point, it's a period of contact. And whether an offside player is "interfering" is pure judgement. So the answer that comes back has a measurable component wrapped around two judgemental ones, and the presentation makes the whole thing look measured.
That mismatch between the certainty of the graphic and the uncertainty of the underlying question is, I'd argue, the single biggest source of dissatisfaction with the whole enterprise.
What a better design would have looked like
If the sport had taken the right lesson, video review would have been scoped much more narrowly at the outset.
Restrict it to factual matters with binary answers. Was it inside or outside the box. Was it the right player being cautioned. Did the ball go out before the cross. Was there a second touch at a penalty. All of these are goal-line-shaped questions and all of them are currently reviewed with far less controversy than the judgement calls.
Leave subjective decisions with the on-field referee entirely. Not because referees don't make mistakes — they do, constantly — but because a subjective decision reviewed in slow motion by a different official isn't more correct, it's just differently subjective, at the cost of several minutes and a great deal of goodwill.
The reversal problem
One further consequence that follows directly. Every review that changes a decision implies the original was wrong, which erodes the standing of the on-field official incrementally.
Goal-line technology avoids this entirely, because the referee never made a call to be overturned — the watch buzzed and he acted. There's no visible correction, so there's no visible failure.
A system where officials are publicly overruled several times a match on matters of opinion has a different effect on how they're perceived, and it's not a small one. Refereeing authority was already fragile. It's been asked to absorb a lot.
The honest summary
Goal-line technology proved that football can adopt technology successfully when the question is factual, the answer is fast, and nobody has to be seen to be wrong.
Almost none of football's remaining disputes meet those conditions. The sport spent a decade and a very large amount of money learning that the hard way, and the argument now is mostly about how to make an unsuitable tool slightly less irritating.
Which is a shame, because the original diagnosis was fine. Referees do make consequential errors and it's reasonable to want fewer of them. The mistake was assuming that all errors are the same kind of error.
