The adjustment is inferred from movers
League strength coefficients are typically built by observing how players' output changed when they transferred between competitions. The change is attributed to the difference in level.
Only a small number of players make any given transition, and they are selected rather than sampled. The estimate rests on that thin and biased evidence.
For pairs of leagues with little player movement, the adjustment is extrapolated through intermediate competitions rather than observed at all.
Adaptation and level are entangled
A player moving between countries changes language, climate, training methods and often position within a new tactical system. Any drop in output reflects all of that at once.
Attributing the full change to competition strength therefore overstates the gap, particularly in a player's first season.
Measuring the second season instead reduces the problem but excludes everyone who failed and left, which reintroduces selection bias.

Adjustment factors built on raw output therefore encode stylistic differences as though they were quality gaps.
The practical response is to narrow the claim
Clubs that use these adjustments carefully treat them as a filter for shortlisting rather than as a projection of future output.
They also weight recent transitions between the specific pair of leagues in question far more heavily than a global coefficient.
Presenting a translated figure as a precise expectation is the failure mode, and it is common because a single adjusted number is much easier to put in a recruitment meeting than a range.
